Red suede leather mini dress, tunic, or (long) singlet by belgian fashion designer dirk bikkembergs (1990s-2000s). It has a slightly scooped, squared but not quite square neck, fairly open armholes, panelled construction at the waist (likely to make better / more efficient use of the hide).
